Casey Houlihan currently heads up PNW Development for BDS Analytics – a leading market research and data analytics firm in the cannabis industry – and serves as the Executive Director of the Oregon Retailers of Cannabis Association [ORCA], a statewide trade association of over two hundred businesses that share a goal of a vibrant, thriving retail cannabis market.

He is a political consultant and organizer that has been actively involved in developing cannabis policy in Oregon for years and brings institutional knowledge as well. He led the statewide field campaign for Measure 91 with New Approach Oregon, and helped to qualify the measure for the ballot.  He’s has worked as a labor organizer, a legislative assistant in the Oregon Legislature, Deputy Communications Director for two Eugene-area representatives, and has worked on campaigns of all shapes and sizes.
